³»¿ë¹ßÃé For aid workers to promote the transition from relief to development, four steps are required. They are:
1. Clarify and understand fully the relationship between relief assistance and development and between development assistance and vulnerability to disaster. This involves an introduction to Capacities and Vulnerabilities Analysis;
2. Learn to identify local capacities on which development can be built even in the heat and pressures of a crisis;
3. Learn to identify and analyze vulnerabilities that underlie disasters; and
4. Develop skills for identifying programming options that recognize and build on existing local capacities and that recognize and lessen existing vulnerabilities.
